Bbc Resisting Scrutiny Independence Mps Say
Taxpayers' money spent on the BBC does not receive properly independent scrutiny, MPs have claimed.
The Commons' public accounts committee made the claim because the BBC is the only publicly-funded institution which decides which areas of spending are scrutinised by the National Audit Office.
The BBC Trust's ability to decide means the broadcaster "remains closed to proper independent scrutiny", committee chairman Edward Leigh said.
Instead the National Audit Office and auditor-general should be given this power, it suggests. Such a move could help boost drooping public trust in the institution following a series of embarrassing phone-in competition errors.
Efforts to achieve £75 million of savings over three years at the BBC look like proving successful, the report notes.
It says "significant" procurement savings are being achieved but warns that progress is at its most limited in the areas where the highest levels of spending are taking place.
"There is a lot more that the BBC can do to trim its procurement bill," Mr Leigh added.
He recommended making staff fully aware of the benefits of central contract buying, greater use of electronic auctions and scrutiny of procurement practices by those providing outsourced services as the best means to achieve this.

Bell X1's Flock getting US release
Doorbell X1's bestselling Irish record album 'Flock' is to be released in the US after this month.
Billboard reports that the 2005 album volition be released in the US on 19 February on the Yep Roc label.
The album's release will be followed by the band's first base extensive circuit of the US and Canada in March with dates in Capital of Massachusetts, Chicago, Los Angeles, San Francisco, Seattle, George Vancouver, Toronto and a St Patrick's weekend show in New House of York.
Speechmaking to Billboard.com, Ship's bell X1 frontman Apostle Paul Noonan said: "We've reached a tipping point with America. We live in an online era where music is devalued, so doing shows and making the live feel more special is the place for us to win over freshly crowds."

When David overhears the conversation he confronts his mother about taking his girlfriend Tina to suffer a closed book miscarriage.
After a blazing row, Saint David storms on a higher floor to jam his bags. Gail follows him to try to persuade him to change his intellect.
Just Jacques Louis David launches into a tirade of pervert and then pushes Gail refine the steps.
As she lies motionless at the bottom of the stairs, Jacques Louis David screams at her to wake her up.
When Gail doesn't respond, Saint David flees the scene without yet vocation an ambulance.
Finally Gail's neighbours observe her and she is taken to hospital where doctors fight to save her life.
